01 / About the firm
Nexus Public Affairs is a public affairs and strategic communications firm based in Dublin, Ireland. We work with a deliberately small number of clients in regulated sectors, including technology, life sciences and pharma, energy, financial services and the NGO community, where political and regulatory decisions shape the contours of a market.
Our model is straightforward: senior counsel without the agency overhead. Engagements are scoped tightly, retainers are kept lean, and the people you meet on day one are the people doing the work. We only take on mandates where interests are aligned and a credible, evidence-led case can be made.

02 / Methodology
Before any outreach begins, we invest in understanding the terrain. We map the policy and political landscape your issue sits in, identify the decision-makers and relevant stakeholders, and assemble the evidence base needed to make a credible case.
Insight gathering
Briefing, desk research, and quiet conversations to test the terrain.
Landscape mapping
Policy, regulatory, and political dynamics charted end-to-end.
Stakeholder identification
Who decides, who advises, and who shapes the debate around them.
With the groundwork laid, we move into active delivery: representing your position to officials, ministers, regulators and the wider stakeholder set, while continuously monitoring the environment and adapting the plan as circumstances evolve.
Active delivery
Meetings, submissions, briefings, and coalition-building.
Continuous monitoring
Real-time tracking of political, regulatory and media signals.
Structured reporting
Concise written updates and a clear view of progress against goals.
03 / Founder
“Government affairs only works when the case you’re making is credible, the people hearing it trust you, and the moment is right. Our job is to get all three of those things lined up.”
Noel Rock brings nearly two decades of experience inside the institutions that shape policy in Ireland and at EU level. A former TD for Dublin North-West, he has served in the Oireachtas, on Dublin City Council, inside the European Parliament and as a Senate intern in Washington, giving clients a rare combination of national and EU-level experience.
He founded and successfully exited Pixel Consulting, acquired by Red Flag in 2022, and holds a Masters in European Law & Policy. Today he advises corporate and NGO clients in regulated sectors such as technology, pharma and life sciences, energy and the charitable sector, where policy literacy and senior relationships materially change commercial outcomes.
He works directly with each client. Engagements are structured around a retainer-based model: a small, senior team, a clear remit, and a monthly retainer that keeps the relationship focused on outcomes rather than activity.
